The former restaurant, that has already been demolished, will be turned into 52 affordable apartments for over-55s.
They will be made into independent living spaces with extra care facilities.
An application was already approved earlier this year to change the former building into a three-storey retirement home with car parking and new access from Woodplumpton Road.
However a new application was required due to new plans to design the build for independent living with an element of care on site.
This would now be classed as a C3 application.
It is based in a mostly residential area with some commercial buildings such as a petrol station nearby.
The accommodation will vary in size, with apartments being one or two bedrooms.
There are plans for two blocks with 17 apartments in the East building and 35 in the West block
It is due to be a modern build with balconies and grassed areas but will fit in with surrounding buildings too as it will still be made from red brick with stone cladding and render.
There are plans for sufficient parking spaces with recycling bin options too.
