Former restaurant and bar Baffito’s, located at Preston Docks, is to become a care home.
The plans, which are recommended for approval include a 64-bedroom residential care home.
This is as well as a three storey building with 16 supported living apartments for adults with learning difficulties.
The Smith and Love Planning Consultants project would be accessed from Navigation Way via a realigned new access.
The care home is designed for residents with dementia and will have a wellness suite and lounge, quiet rooms, cafes, a hairdressers, a shop and reception area.
Care staff would be accessible 24 hours a day.
A new car park would include 22 spaces with four accessible spaces.
There would also be service accommodation for laundry, stores and the kitchen, staff changing rooms and showers, a manager’s office, general office and nursing stations.
The layout would provide south-facing patios, balconies and gardens for the residents.
The external areas would also provide a delivery and servicing area, bin store, minibus parking bay, cycle store and covered walkway between the two buildings.
Councillors are due to hear the proposals on Thursday (7 January) at the latest Preston City Council planning meeting.
The former restaurant has stood empty and become a magnet for fly-tipping and saw a major fire on 1 December last year, which left the roof badly damaged.
